Welsh Government commitments

The Welsh Government is committed to reviewing the DPLJ on a regular basis. Frequent reviews will ensure the objectives and activities of the DPLJ and Hwb programme align to the ongoing digital development requirements in schools. In particular, the Welsh Government commits to:

  • ensure the ongoing maintenance and of the DPLJ and refresh of associated content
  • develop ongoing resources to support schools with the implementation of the DPLJ
  • promote and communicate ongoing developments
  • work with regional consortia to ensure continued support of the programme
  • continued engagement with stakeholders and regular review of the impact of the DPLJ

The Welsh Government also commits to supporting local authorities individually and collectively in accordance with the strategic objectives of the Hwb programme. In particular, the Welsh Government commits to:

  • develop and implement a strategic and sustainable approach to embed digital services in all maintained schools in Wales
  • ensure there is a suitable national infrastructure in place to consistently support the needs of schools in accessing and using digital services
  • support the digital transformation of education through the delivery of bilingual digital services
  • continue to support schools with safeguarding learners in Wales
  • work with regional consortia and schools to develop exemplar resources to support the DPLJ
  • support local authorities and schools to enhance digital capability and skills

Regional consortia commitments

The regional consortia have a key role in working with Welsh Government to ensure the success of the DPLJ. In particular, the regional consortia commits to:

  • provide professional learning and support programmes around digital learning in schools
  • curate, develop and share exemplar resources and best practice on digital leadership, digital learning and implementing digital competence
  • facilitate collaboration and networking between schools to share best practice

Local authority commitments

The local authority is committed to working with the Welsh Government in accordance with the responsibilities for local EdTech change programme. In particular, the local authority commits to:

  • act as the Strategic Digital Delivery Partner for all their maintained schools
  • provide a nominated lead and dedicated team/function to streamline schools’ education technology support models and provide a centralised intelligent customer function to assist head-teachers to understand and implement their ICT requirements
  • champion the Hwb programme and ensure the key outcomes are supported within the local authority and across maintained schools
  • provide management responsibility for the delivery of the Hwb services and initiatives as outlined in the strategic overview of the Hwb programme
  • facilitate procurement of ICT equipment to ensure the equipment is fit for purpose, provide value for money and ensure purchases are via a compliant route (supporting Once for Wales principle)
  • undertake regular strategic school reviews to emphasise the importance of ICT as the fourth utility and ensure sustainability of equipment and services is strategically planned and managed in schools

Schools’ commitments

School leadership and governing bodies are responsible for:

  • establishing and realising a vision for digital learning realised through the school development plan (including staff and learner competence) and linked to curriculum for Wales
  • ensuring appropriate structures are in place for effective digital leadership
  • engaging in local authority EdTech governance groups to support the future direction of EdTech infrastructure and services
  • engaging with regional consortia to ensure appropriate digital curriculum opportunities are being provided, informed by their forward plan
  • ensuring digital professional learning opportunities to all practitioners
  • engaging in collaboration opportunities to develop expertise and share exemplar practice (for example via the Hwb platform)
  • developing digital competence within the school’s curriculum arrangements
  • developing the use of technology to enhance learning and teaching
  • reviewing existing practice and feeding outcomes into forward planning
