It is important to keep in mind that learners do not fit neatly into categories.

Some may have multiple identities, giving rise to different needs. For example, they may be from a minority ethnic group, but also have a disability.

Equal opportunity is about treating learners according to their individual needs, not making assumptions or generalisations about their needs because they belong to a particular minority group.

There is a need, however, to monitor achievement and outcomes of different minority groups to ensure that they are able to gain full access and participation rights.
